本課為選修課，每週以專題演講及討論方式，帶大家在課堂討論資訊通訊科技演變、出現那些新興社會問題，以及各國如何以法律思維回應這種演變。本課將透過學理、個案和ICT應用的交互討論，比較全球與在地法律政策架構，一起思考ICT對社會的深遠影響，以及法律對新資通傳科技之有效/無效之處。
除了法律政策面，這門課也希望帶大家認識新科技和傳播媒體如何影響並改變個人、社會和產業，從通訊傳播科技法觀點認識傳媒和政治、經濟、文化和國際社會的關係，提升我們觀察資訊通訊科技和產業演變、社會影響和對人類行為影響的視野，從國際和全球角度進行跨國比較。
能力項目說明
本課將討論各種新興法規及實用的例子，例如ITU(國際電信聯盟)的成立對ICT標準的影響、大國競逐ICT標準的賽局遊戲；社群媒體大數據分析帶動何種資訊科技的全球治理的概念；網路言論自由有邊界嗎？馬斯克收購Twitter(X)後的言論自由有何改變？智慧財產權法、網路經濟對媒體創新和治理有何影響；通訊傳播法與個人資料保護的過猶不及；假訊息傳播造成什麼問題？怎麼辦？FB、Google社群平台壟斷和各國的訴訟。本課除介紹各種資訊通訊法的重要概念和議題，同時也從比較法的觀點，帶大家深討美國、歐盟、韓國、中國、和台灣的ICT法規與社會影響。本課主要從傳播法(以資通訊法架構為主)的觀點思考法律與社會的共變，將加入國際重要事件或案例，提供學理和實務、與時俱進的的思考和討論。
