在此國際關係瞬息萬變，經貿科技進入超級競爭與充滿不確定性的時代，更不用說新冠疫情後遺症、通貨膨脹長期化與氣候變遷的衝擊已成為常態，各國和平相處與協力合作已成為解決國際衝突與化解誤解誤判的唯一途徑。
本課程主旨即在引介比較分析的方法來研究外交政策與國際關係，探討何以不同國家的外交政策行為有所差異，而這些差異往往就是國家發生衝突與戰爭誤判的主要原因。因此，若能正確瞭解與掌握這些導致衝突與對抗的原因就可制訂有效的外交政策策略來增進國家利益、找出解決國際紛爭的方案，促進和平，且進而達成國際政經科技合作與彼此獲利的目標。教學內容分兩部分，前半段介紹比較研究分析的主要學說與學派，後半段則是實證分析個案。除剖析大國間的競合，利益的交集與相衝以及心理矛盾與衝突外，更特別著重於探討中小型國家的存活與永續之道。所討論分析的對象國含括分裂國家外交政策模式(台海兩岸與兩韓互動之比較)、美中新冷戰時代所引發的供應鏈重整對中小型國家外交模式的衝擊(澳洲、加拿大、印度、印尼、越南、墨西哥)以及亞歐互動新模式(德國外交政經困境、中國、南韓與中東國家以及V4國家經貿互動)等。
