This course is conducted completely in English. This course is composed of three modules. In Module I: The Study of Public Policy: we will introduce and discuss the basics of public policy, theory, the key actors, institutions and stakeholders involved in the policymaking process. The students will be introduced to the process through which policy is developed, implemented, and changed. The student will learn a framework for analyzing and assessing public policy decision-making, and stakeholder management and communication that are critical to policy advocacy. In Module II: Public Affairs Theory and Practice: Public affairs is an important tool for building awareness and goodwill between organizations and stakeholders/the public. It can promote the effectiveness of strategic communication activities and build a good network of relationships. This part of the course will use public policy case studies and discussions to help students understand the roles and functions of public affairs and public relations. This part of the course will also explore the impact and challenges that digital media brings to public policy, public relations and strategic communication practice in order to cultivate the ability to deal with and solve problems in practice. In Module III: Public Policy Crisis Management, we delve into the crucial skill of crisis management, with a particular emphasis on media exposures, which is of paramount importance for both public and private sectors. This module introduces strategies and action plans for crisis prevention and response, achieved through the analysis of case studies in crisis management. Students will also participate in simulation activities designed to cultivate and enhance their strategic thinking and decision-making abilities in crisis response scenarios. |

The primary objective of this course is to augment students’ comprehension of the fundamental theories and practical principles pertinent to public policy and public affairs. It aims to facilitate students in establishing an understanding of both domestic and international trends in public policy and public affairs, and in developing the ability to apply the knowledge to real cases. Furthermore, the course provides students with opportunities to practice and implement strategies for crisis management in the context of public policy issues.
