服務的產值逾全球國民生產毛額的三分之二,相關投資也幾乎達全球外人直接投資總額的三分之二。以貿易加值為核心的統計,更估計服務貿易占今日全球貿易比重近百分之五十。雖然其重要性與日俱增,但全球服務貿易多邊規範之發展直到1986年烏拉圭回合談判才展開。由於至今不過才30餘年的歷史,相較於貨品貿易,無論是在自由化程度、規則之發展、或爭端案例之累積方面,仍有相當大的進步空間。
另一方面,其多邊規範建立之初固然是仿照貨品貿易規範,但由於服務之無形,以及服務提供者角色之重要,也使得服務貿易規範與貨品貿易規範有相當多不同之處。再加以服務貿易之主要障礙並非在邊境,而是在國內規章,不僅導致貿易統計資料不易蒐集,自由化之推動也因涉及各國之國內法規而相對困難。
了解上述問題,並掌握規範之發展趨勢:包括雙邊、複邊與多邊場域已有之進展即為本課程之重點

1.研討性課程故重視學生課前之預習,學生須於上課前閱畢指定教材以便參與討論。
2.每週皆會指定學生引導討論(選課確定後宣佈),該引言同學之表現為其平時表現之75%,引言同學必須精讀指定教材,建立問題討論架構,製作引言投影片。
