本課程主要是在發展研究框架下介紹跟討論主要政治發展相關理論,其中民主化理論是本課程核心,儘管政治發展包括民主化發展與民主倒退。現代化理論是政治發展相關理論中具相當影響力的理論;雖然自1950、1960年代以來,現代化理論遭受來自不同理論角度與意識形態立場的批評,它仍舊是政治發展領域的重要理論,特別是用來解釋包括臺灣、韓國的民主化。1970年代,拉丁美洲國家的發展狀況,讓政治發展學者開始對現代化理論的解釋提出質疑,相關批判主要來自以政治經濟學途徑為主、世界體系理論為核心的依賴理論;但「東亞四小龍(臺灣、香港、韓國、新加坡)」的發展,也對依賴理論造成挑戰,並因此出現「依賴發展」的概念。此外,後冷戰時期東歐前共產主義國家以及非洲國家的發展,使以族群政治為主因的內戰,成為研究這些區域國家政治發展的主要議題之一,與此相關的是受 Huntington 所著 Clash of Civilizations (1993) 影響的涉及族群政治、文化政治相關研究,進一步擴充了政治發展理論的討論範圍。同時,如 Ronald Inglehart 等人以對這些國家的文化變遷進行之研究為基礎所提出的以後物質主義(post-materialism)價值為主的理論,也顯示出成熟民主國家所面臨的種種發展問題,特別是涉及文化與身份認同的議題。最後,在資本主義民主國家面臨政治參與低落、民粹運動興起、社會經濟貧富差距擴大的背景之下,中國的發展不僅嚴重挑戰了現代化理論的解釋力,其藉由例如「一帶一路」、「亞洲投資銀行」等政策倡議的實施,進行所謂威權制度的擴散,也挑戰了主流的民主理論與實踐。
能力項目說明
本課程旨在透過對政治發展理論經典著作,以及涵蓋課程簡介中提及之重要相關議題的學術期刊文章或專書/篇章的討論,讓同學對政治發展概念及相關理論有基本的瞭解之外,也期待課程結束時,同學不僅對政治發展理論知識發展歷史、課程中所討論的理論跟概念有相當的理解,也對政治發展理論建構基礎的重要(國家)案例有深入的瞭解。透過比較不同區域國家的發展,特別是脈絡性與偶然性因素影響下的發展歷程及結果,本課程也希望同學能針對政治發展與民主化理論化工作可能面臨的困難與挑戰,以及相關理論在解釋政治發展上可能存在的限制有所瞭解。
