課程簡介
非政府國際組織對國際關係的影響相當多樣化,他們不僅在環境保護、資源永續發展、人權維護、經濟社會發展、以及急難救助中扮演重要角色,也在裁軍、限武、和平重建、公平貿易等議題上有重要影響。非政府組織的興起對傳統上以國家為主體的國際關係帶來重大改變,一定程度上對國家主權提出挑戰。本課程將探討各式非政府國際組織,首先討論非政府國際組織的定義、組成、資金來源、以及政策目標,然後探討他們的實踐組織目標的方法及手段。藉此瞭解非政府國際組織如何影響國際政治,並且型塑國際規範。若課程時間有餘,也會探討其他非國家行為者對國際關係的影響。

課程目標
本課程探討非政府國際組織的組織、功能、以及對國際合作的影響。課程內容以全球治理為理論基礎,釐清非政府國際組織在國際關係中的角色,教學結合理論以及個案研究,闡明非政府國際組織如何參與國際議題,進而促進或阻礙政府間合作。本課程也意在使大學生接觸並認識非政府組織及其工作,培養未來可跨國移動的第三部門人才。
