我們有多少言論自由呢？李敖說言論自由就像看A片一樣，沒什麼好大驚小怪的。前美國最高法院法官布列能 (William Brennan) 也認為：我們不可能對「色情刊物」下一個定義，而這個定義又不包括法定的言論自由在內。因此布列能認為：在限制或禁止色情刊物的同時，我們必定也限制或侵害了言論自由。
然而言論自由真的毫無限制嗎？對此，自由主義可以為我們提供解答。事實上，在當代諸意識型態的角力中，自由主義可說是最為突出的理論之一。自由主義者追求自由，期能使人類從典章制度的束縛、教條神諭的限制、習俗慣例的拘束中解放出來。因此，對言論自由問題，自由主義者自會主張：除非政府有正當理由，否則不應限制社會成員包括言論自由在内的各種自由─這是自由主義的標準答案。
然而什麼是限制言論自由的「正當理由」呢？乍看之下，這似乎是屬於具體的政治世界或實際生活中的問題，因為在政治世界中的政治人物，事實上決定了我們可以說什麼、不可以說什麼。不過，如果我們深入思考，我們就會發現：對言論自由的限制，事實上都是發生在許多價值互相競合的脈絡中；而在其中，我們常常都會因為更認同其他價值，而犧牲「言論自由」此一價值。若是如此，則我們就會進一步詢問下列問題：當「言論自由」與其他價值互相競合時，為何有時「言論自由」會勝出、而有時卻會敗下陣來？由此可見：「什麼是限制言論自由的正當理由」此一問題，雖然源自政治世界此一表象，事實上卻必須透過哲學思辨才能獲得解決。
本課程將以自由主義、女性主義及保守主義的角度為經緯，盡量為限制言論自由的「正當理由」勾勒出一個具體的輪廓，並在盡量避免艱深術語的條件下，適時徵引相關學者的著作，期能幫助同學深入瞭解相關學者對於言論自由的主張與論證內容。

本課程將透過詳細的文本閱讀、哲學主張的邏輯分析與對同學嚴謹之要求，期使同學深入明瞭言論自由之哲學爭論，進而激發研究興趣。
