課程簡介Course Description

本課程為開放政府專題研究,從「透明」、「參與」、「協力」三個角度介紹,課程主要目的為結合理論與實務,讓學生透過閱讀大量文獻來充實不同領域的開放政府先備知識,修課同學於課堂任選一主題進行相關個案之訪談,並將內容整理成一份分析報告。

    1. 課堂導讀(25%

    請學生選定「透明」、「參與」、「協力」任一主題的參考文獻2篇,於「第四週」、「第五週」、「第六週」其中一週進行導讀一次,可選參考書目之文章或自選,須先傳給助教及老師。

    1. 專題演講心得(25%

    請學生選定「透明」、「參與」、「協力」三主題專題演講後,書寫專題演講心得(1,000字),共三篇。

    1. 期末分析報告(50%

    請學生選定「透明」、「參與」、「協力」任一主題覓尋合適的受訪者進行訪談,並將訪談內容打成「逐字稿」以及撰寫「分析報告」,報告介於6,000字與8,000字間,包括該開放政府專案的「政策緣起」、「功能簡述」、「問題痛點」、「政策機會窗」、「政策規劃」、「政策實施」,共6個部分。

    1.「政策緣起」     請說明該個案是在什麼背景下成立的。

    2.「功能簡述」     請說明該個案主要提那些服務。

    3.「問題痛點」     請說明在個案開之前主要面臨那些問題。

    4.「政策機會窗」 請說明該個案之所以會出現的契機為何。

    5.「政策規劃」     請說明該個案執行過程中所面臨的挑戰。

    6.「政策實施」     請說明該個案至今產生的影響與未來的展望。

    1. 「博士班」期末分析報告(50%)

    另外博士班學生除繳交期末分析報告外,還需依照各種質性研究典範的論文形式書寫完整研究報告,內文須包含文獻(理論)對話、資料分析、資料的詮釋、與結論(包含對研究過程的反思)等部分,此外內容應符合學術論文格式,並包括封面頁、目錄、本文、附註、參考書目、附錄等。

    上課時以一人1小時向全班摘要簡介該週主題之文章兩篇(可選參考書目之文章或自選,須先傳給助教),報告內容及討論提綱請以word重點整理,並於當日以ppt進行報告,凡導讀的同學應於報告前一日2359之前,上傳word檔案以及ppt於數位平台。

    1. 「專題演講心得」共3

    應於下次上課前的2359之前,上傳至少1,000字的word檔案或pdf檔於數位平台。

    1. 「期末分析報告」共1

    請學生於將訪談內容打成「逐字稿」,並書寫「分析報告」,報告介於6,000字與8,000字間,並於報告前一日2359之前,上傳word檔案以及ppt於數位平台。
