課程簡介Course Description

於各政府與企業競相提出淨零承諾的今日，如何透過有效的法規與政策工具降低溫室氣體的排放成為國際與各國政府關注的焦點，碳定價即為其中一項政策工具。碳定價政策工具主要包括碳稅與碳排放權交易制度，本課程將聚焦於排放權交易制度。

排放權交易制度雖然為環境法上的政策工具，但因其影響了國內廠商的競爭力，也可能造成碳洩漏的問題，所以各國開始思考設計邊境調整措施的可能性，此外，兩大類型之排放權交易制度所形成的碳市場，也早已有跨國的運作。欲瞭解碳市場與排放權交易制度的運作，相關的法制基礎至為關鍵。故，本專題將以碳市場與排放權交易制度為主題，以法律層面，包括國際法與國內法、也包括公法與私法切入，對其運作進行詳細的分析與評估。
